Kind of. A country partially administered by the US, like Guam or Puerto Rico

(the UK administers the rest of the Virgin Islands, plus they have a degree of self-governance). Or like the Philippines and Cuba were not so long ago. A country that is an IOC member (also a member of FIFA and FIBA), with its own Olympic committee and Olympic teams. But not an integral part of the US.
