Yep from what I've seen, it's parents and students moving to a school they feel
would be best for them more often than coaches reaching out.
Coaches are more often careful not to recruit. They won't fight against getting a great athlete, but they're not going to risk actually recruiting.
I'm sure some coaches do more of it in secret.
