Brackets. The championship bracket is supposed to be the top 8 teams which is supposed to be based on wins/losses, wins against, losses against, points for/points against etc… They then have the bowl brackets with 8 teams per bracket from best teams down to worst teams. It’s not a perfect system, considering it mirrors the college playoff and bowl system in some ways but it’s about the only way you can determine the best 8 teams out of 80-90+ teams per age group.
