As to the other factors and specifics (terms, duration, what a person wants from BYU…), the person in the best position with the best info to make that decision is unquestionably Hall since some of those factors are based on how he personally values the BYU experience etc.
But yeah, in another hypothetical it might be different. I’m just working with the one given.
