It seems to me that the biggest issues didn’t have to deal with money or better facilities. Many criticized the effort and interest that BYU coaches put forward in recruiting.
Utah is able to recruit more broadly around the country, without significant restrictions with regards to religion or honor code. I think that will always give them a little bit of an edge in that regard. BYU can loosen their standards, or they can simply put more effort into trying to recruit the top LDS athletes. They have struggled to land them over the last decade.
I’m just not sure I’ve heard a big narrative that money is the reason for Utah’s success. They’ve had a stable coaching staff that does an excellent job. They’ve had a good culture. They’ve had good fan support. They’ve had good success on the field. But I’ve never thought of them as Scrooge McDuck swimming in the gold.
