This policy has been around for years. I use it frequently.

They prefer you book your extra seat with your ticket so they don’t run into the scenario that you talk about. You pay for the extra seat. SW then knows who needs to be accommodated. Then after your flight you call and get a refund.

But I have had airport people tell me that they will bump people for the extra seat holder. I don’t like to risk that so I book in advance.
