we'd all be fine with it. Instead they take months arbitrarily deciding whether or not to enforce the rules or make up new rules or re-interpret the rules or other such crap. That's what makes everyone mad, along with the fact they turn a blind eye to huge ethics violations and come down hard on smaller programs for silly paperwork crap.

If they just simply followed a formula and treated everyone equally there'd be no such delays or unfair treatment and we could all move on.
