or chancellor will ultimately decide. He's great at fostering discussion and sharing whispers and rumors, and I think he's been pretty spot on as far as the general flow of things. But, to his credit, he doesn't pretend to be able to predict what the ultimate decisions will be. For example, he believes that CO is well down the path and has laid all of the groundwork, but he realizes that nobody knows what they will decide in the end, even if it looks inevitable. I enjoy listening to him. He's a character, in a good way.
