Actually June 30th is the day schools must announce their intention to leave...

...if they want to be eligible for their new conference's 2024-2025 season without having to pay a huge exit fee.

There is a difference on when something is agreed to and when it's announced. Nothing has to be announced until June 30th. It's always been that way.
