I don't know how it could be any more full than it was in 1983. I remember pics
of it basically coming over the open spillway gates. Maybe I'm wrong, but I'm pretty sure it was at max capacity in the mid-80's.

No it hasn't. It was chock full for sure in 1998, if not a couple years beyond that. And I think it filled up most years
