Why build it in a larger metro area? They didn't with the 2 other parks.
Go south of SA. Better annual climate there as well. Cheaper and more land to be had. And the area will 100% grow around the park, like happened in both Anaheim and Orlando. Also be more accessible to day or week trippers from Mexico. But hte better annual weather is the biggest factor.
