ISU. LGBTW drive that. They play hardball and they have been focused on The LDS Church and BYU ever since The LDS Church led the various Churches fight on Prop 8 in CA and all that ensued.

Lots of things feed into it, but it was going to happen and LGBTQ was going to make sure it happened.
