They are able to get elite players because they have access to the playoff and an elite coach was able to elevate them to a point where they can perform well in the playoff.
In football the opposite happens. A team like Boise St gets an elite coach, then rises almost to the top of College Football (multiple top 10 finishes) but they are never allowed into the playoff/BCS club, so then they fade again without sustained success or elite recruiting.
All those mid major basketball programs you mention were able to become great because the college basketball system allowed them to do so. Not the case in football.
