capital grill is a whole step down from Ruth's. I would say Perry's and Flemings are both way better than Capital Grill

Capital Grill is good, but it is a very large difference in quality with Ruth's (but it is cheaper). There is one right next to my office that we always use for lunches etc. I always enjoy it when we head just another half mile down the road to Ruth's instead.
