In also wanting to dismiss SMC to prove your point, you overlooked San Francisco, which is rated higher than every single Big Sky, Big West, and WAC school, and all but one Pac-12 school.
You're going to have to go even farther afield to make your point, which will apparently be (after you also dismiss San Diego), that the bottom half of the WCC would fit in with the also ran conferences in the West.
The WCC is stronger than the MWC at the top, and not as bad at the bottom. Take 50% of the WCC away, and you have a point with the WAC and sort of the Big West. But even the bottom 5 of the WCC would be stronger than the Big Sky.
