I get this and appreciate the honest question. IMO at this point the HCO office needs to be less concerned and involved with sin and contributing circumstances and personal repentance for those sins. By the honor code office backing out that person is no less responsible for the sin in regards to the welfare and well being of their soul and relationship with god, which is really what it should all be about in my opinion instead of temporal consequences with suspension etc. This goes back to booger's post that the enforcement needs to be handled differently. I think the HCO should be more concerned with a student's well being and helping them get back on track with all repentance things not just rape. Their focus instead comes across as punishment based and leads students to fear based reactions in regard's to their repentance process, which is not a tool of the lord's. Hope and help and charity are what i personally believe would be the path of the lord if he were in fact in charge of the HCO.
