If BYU takes that path and doesn't enforce the HC

it's likely to have a detrimental impact on the BYU experience. Right now, people are sinning behind closed doors for the most part and most students are none the wiser. If the HC isn't enforced, then more students will be in open rebellion and the BYU experience changes in a dramatic way.
