I may or may not be or know many people that buy the max allotment & then pawns
them off to friends, family, and then gets them mostly paid off by selling on the secondary market. Even if we don't love in Utah.
That said, I agree with your take. This would be the only way to stop this/make it a bit better. It would also give BYU more money because more people would have to donate. But until they force it, you cannot blame people for taking advantage of the way the current system is set up.
