No, for 2 reasons. It's specific only to Pavia and it's an injunction, not a ruling....but it does raise the possibility
Other former JUCO players could almost certainly do the same.... or even just have a school choose to play them and dare the NCAA to rule against them. But for right now this applies ONLY to Diego Pavia and only in this portal season.
That said, this wasn't a ruling that JUCO doesn't count, but rather an injunction. Basically a decision that there isn't enough time to hear the case before the portal closes and so that they are choosing to err on the side of the player in the interim. The case will actually be heard sometime in 2025 and the ruling at that time could well be that JUCO does count. In that case Pavia would immediately be out of eligibility, even if it is potentially mid-season
