BikeWalk Provo to quickly prototype with paint and lightweight barriers what a permanent change would look like. There needed to be more communication with the neighborhood for sure, but the city was trying to see if they could squeeze in what would normally be an expensive street redesign in as part of normal resurfacing. Doing it as a quick prototype IMO is actually a really good way to do it because it was a low-fidelity prototype that could be easily fixed. For example, feedback that the roundabouts were too wide could be easily fixed before they were made permanent.
Unfortunately, the feedback the city got was not your feedback about just making an improvement on the design but instead feedback to not do it at all.
