Changed the number of hard hits to the head. Guys know the severity so they take it really serious. If you reduce the penalty then I think You'll see more hits to the head and concussions. Most current instances are more accidental and don't warrant an ejection But I think that's a result of the severity of the penalty if it's just 15 yards you'll see guys not nearly as careful
