Remember that the line is designed to encourage even betting on both sides. It is not a prediction of what "Vegas" thinks will happen. They are not in the business of betting on a side. They want even betting and lines move to ensure that is the case. If odds makers were trying to predict actual outcomes, the lines would be much different.
