Unless it is fairly significant turning up field rather than just bowing towards the line of scrimmage to gain an advantage. If you watch the replay from the Utah game and watch the center when he first moves the ball/at the snap the running back is just barely bowing forward towards the line of scrimmage. In my opinion it would be a very weak illegal motion penalty and generally one that officials would stay away from and not be supported on by their reviewer.
