In total you're right. On a per-athlete basis, I suspect basketball is higher.
Simply because a single basketball player is much more valuable than a single football player, with the obvious exception of the QB position. But with all the money The RBC is throwing around right now, there is no way BYU should not have a top flight QB on the roster. Even if its costs $5M/yr it would be worth it to the program. The QB position has always been BYU's path to leveling up with more talented teams in football.
