I don't have much experience outside of US, but I saw subtitles in Portugal
American TV shows like Highway to Heaven and Twin Peaks were big there and subtitles were always used...
I also saw 4 or 5 American movies in theaters and they always had subtitles too.
I might have been a full time missionary at the time, but CB isn't a confessional, so let's leave that alone.
