No. because the "boring wasted time" only happens in blow outs. And Elams ending

doesn't fix blowouts. They'll still happen and it will still be boring.

But when a game gearing up for an exciting finish, Elam's ending makes the game more dull by taking away the pressure of the clock, making it less exciting.

So quicker blow out losses and less exciting games that are close.
