I get that your O may be better, but nobody was close to Jackson at RB, you lost your best receiver and your best playmaker(Vaki) as well as your 2 best OL(arguably). That's the side of the ball that should be better, right.
On D, you lose a 1st and 2nd team AA, plus not counting Vaki twice but your other safety along with another starting CB. You should be "fine" for the most part because Kyle recruits depth on D, but that's a lot of "elite" production that BTW played all year on a team that lost a lot of games. I think people are head in the clouds if they don't think losing Ellis isn't a massive hit to your pass rush. You don't replace that. Fano is the one guy on the team with a comparable skill set, but doubt he'll be 100% by fall and he may not last 2 games when he does come back. Utah generally reloads, but losing 3/4 of your starting secondary and the best pass rusher you've had in 5 years is a lot. LB is really the only spot you can say you'll be close or better to last year.
