Been successful at doing it while not creating a rapid displacement of the poor has been declaring areas of downtown as blighted and offering money to those who restore a home back to single family living. So many of the historic homes from the palacial Victorians to the small blue collar railroad worker homes had been converted into multifamily homes as a form of investment.

This was one of several reasons why Ogden became such a run down city. In comes the Millers who tore down the Ogden Mall which at that time had become a gang banger haven and turned downtown into a lifestyle center.

Homes have slowly been taking advantage of the Ogden program and more homes have been returned to single family dwellings. Property values have steadily risen over this time.

Renting has slowly moved from homes into rental builds (apartments/condos)
