I think you just need to look at a different place on the Internet 🙂
I'm not going to go looking for it, but I think there are plenty of places that should show water levels in LP through the years. Bureau of Reclamation for sure should have this information.

No it hasn't. It was chock full for sure in 1998, if not a couple years beyond that. And I think it filled up most years
