I don't think it's coach speak.
He puts the ball where he needs to put it to give his receiver a chance to catch it without putting it in danger of the defender(s).

Now, if the receiver gets a great release off the line and has open field in front of him, or he's got a speed advantage, you can lead him and let him run, and Jaren did struggle with those. But if the receiver is stride for stride with a corner, or a safety is over the top, you need to put it where the receiver can out-man his matchup. In most cases, the receiver has made the play, or it has fallen incomplete — I can only think of once where it got picked.
