There's too many stories of bishops not handling situations appropriately because they think the perpetrator is "a good man". Most are trying their best, but they don't have the training to handle these situations appropriately so they don't really grasp how people can have these horrible sides to them but look like Peter Priesthood on Sundays. So get law enforcement involved, get therapists/social workers/counselors involved, and THEN the bishop can compliment those actions with appropriate priesthood counsel and guidance.
