Absolutely agree that it comes down to who can make the throws and run the offense best.
I think some of the criticism about the OP and this thread is that there are big assumptions and conclusions based on what appear to be opinion and conjecture.
#1 - Romney and Conover can make throws that Hall cannot. Is this true? Based on trained observation or inside information from coaches or players? Or, just an opinion stemming from...
#2 - Hall's dad paid for Hall to work with John Beck over the summer. Is this because Hall can't make the throws? Or is it to help Hall become an even better and *more* accurate passer?
#3 - Hall can't be as accurate or as good as Romney and Conover because he hasn't been named the official QB1 on the depth chart after spring ball.
Just because Hall is working with Beck over the summer or that BYU coaches haven't announced Hall as the official QB1 doesn't mean that he isn't currently as accurate as Romney and Conover or that he isn't already the best fit to run BYU's offense.
So, you have legitimate QB evaluation credentials or inside information? If so, please share more information. If not, we appreciate the perspective. I hope we can all support the premise that whoever can make the throws and run the offense best should be QB1.
