It's not even all about protecting against a bad loss

That's part of it, but your computer ratings (NET, RPI, KenPom, etc) take a hit by merely playing a bad team, even if you win. Keeping the computer ratings high help you get a better seed which, as you said, gives you a better chance of winning and earning money for the conference.

Better for the conference. Better for the top teams. Still provides an avenue for the bottom teams. Win-win-good enough.
