FPI and similar are a joke because of this. Also, transfer rating
should come out prior to destination.
Plenty of former 5 stars at Bama left because they were not that good, but that is a criticism against the rating systems.
However 2 star kids do go to FCS and G5 programs and then develop into a 4 star transfer portal player.
If they want to drop a kid 10 places because he didn't end up at Georgia, that is just fraud. But dropping a kid 10 spots because he clearly was overrated at 16 when he got his 96 rating is very different.

Re-rating a transfer seems to make sense to me, and a player that didn't crack the 2 deep in 2 years should drop

It’s the same thing. When he was rated out of high school, he rated really highly against other high school players
