Just a data point but my wife totaled her car a few months back and it was towed to a yard. I was out of
town and the towing company there also wouldn't let it go without a notarized form from me (my wife wasn't on the title because when we bought it she got tired of being at the dealer and said "I'm out of here, you handle the rest").
I get that it is for their protection, but I am sure an added factor is that it often adds a day or two at $75 per day before the car can be picked up/moved.
