Is there a scenario where a person can consume less calories than they expend and not lose weight over time?

Putting aside water weight which can add/subtract to total body weight, how can one add to body weight if they are consuming less than expending?

This is not asking the question whether that is easy for any given person, just trying to understand if there is a scenario where a caloric deficit maintained over a meaningful time period will not result in weight loss.
