It seems IF that interpretation is correct (and I have no idea), Band would just
have to be treated like any other extra-curricular, and the participant not get graded for it. I don't live in Utah (I only assume that's where you are), and I'm a bit surprised your kids are getting high school credits for matching bands. Mine aren't! 😄
