Or say you’ve got 8 seconds max. Use them wisely. Refs can’t track it easily but the rule would be there

I've often thought that they need to just add to the rule a duration that the ref will hold the play for subs.

Offense must initiate subs within the first 15-seconds of the play clock. Defense must complete substitutions before 10
