It was the right call to cut him from the movies, not because he's dumb, but because they have limited space and Bombadil doesn't advance the main story.

The way they used him in RoP was very interesting. The books indicate Bombadil is VERY old and has power, and also that Gandalf has a relationship with him. The RoP plays upon all of that, and rather we'll I'd say.
