I doubt they will change it. If anything it will get more punitive.

What people don't understand is that teams/leagues have to be insured. These changes have been insisted upon by underwriters or the sport will not be insured. That is why concussions/targetting has been a point of emphasis in footbal for many years.

Tackle football isn't as far from going away as many think.
