I agree. Players simply don't have the ability in the heat of the moment to
perfectly position their body and helmet, and to anticipate the moves of the opponent well enough to not have a few tackles that are potentially dangerous. Agree with the penalty, as it keeps people from just "teeing off" on a player with no regard for injury, but it's there are a lot of variables that prevent the players from always making the "perfectly safe" tackle, without being overly tentative. The balance is hard, if you ask me.
