Every single Colts projection I look at has Freeland making it. Lots of them mention he's had a rough preseason but they also mention that he's young enough and the Colts have few enough OT options that he's a lock.
As for Rehkow, the strong majority (not all, I did find one that thought Rehkow would get the job) seem to think Robbins will get the job. The one caveat is that if Robbins is hurt, then it might go to Rehkow or an outside punter. All the recent reports on Rehkow point out that he's failed to impress.
Since he's notably more likely to be cut than not, he's in the "likely to be cut" section. It's not an impossibility, which is why he's not lower, but he's likely to be cut. At least by the Bengals. If he doesn't get that job, there's a possibility he catches on elsewhere, but that's not considered here
