Yeah, my point is that kids (for somewhat good reason) have outrageous rates
based purely on their age regardless of whether or not they've had an accident, while usually elderly drivers have to have a serious accident before their rates will go up. I mostly get why that is - older drivers have a driving history that young drivers don't - and there's huge variances between different drivers in that age cohort, but that's true of young drivers, as well.
