Because snowfall in the state of Colorado represents the lion's share of water that ends up in Lake Powell. The Wind
Rivers in Wyoming (source of the Green River) are second behind that. Utah's snowpack affects Lake Powell inflows much less than either of those. But the good news is that western Colorado is having an above average snow year also.

No it hasn't. It was chock full for sure in 1998, if not a couple years beyond that. And I think it filled up most years
