Not quite.
I believe the massive on-field success, Conference championships, pounding USC and Oregon, Rose Bowls, awesome coaches and recruiting, and overall positive momentum are the primary drivers for this recruiting success.

I also believe Utah boosters are effectively raising a bunch of money to entice recruits. This is how it works now. Utah is most likely just barely keeping up with other P5 schools in this regard. I would be surprised if Utah was out paying Oregon, Washington, AZ, AZ St, and even Colorado now. So no, the money isn’t the determining factor, but it is a factor now, and a school will fail if they don’t at least be competitive.

What I don’t believe for a second (and you would have to be silly to be believe) is that Utah is out there promising fake money that hasn’t been raised and lying to recruits, all as part of some CB conspiracy to destroy BYU because Kyle Whittingham hates you.
