Usually "game manager" refers to somebody with a weak arm and lesser talent but makes consistent good decisions and takes what the defense gives him.
Hall is all that and athletic, great arm strength, very accurate as well. But he consistently makes good decisions, limits turnovers, knows when to use his feet, etc.
He's truly a great all around QB that we haven't seen before. Wilson had a better arm for sure but took more risks and wasn't quite as athletic. Hill was definitely the most athletic but was an average passer. Hall is well above average in every category right now. Maybe not the best in each category, but overall he might be one of the best.
