Steve Young is the greatest QB on the list, but he wasn't the greatest college QB though. But yes do you value longevity over single year greatness? Do you value team success over stats. Lots goes into it and ultimately you have to make your own decisions. I would rather have Beck as my QB than Hall, that is ultimately how I separated those two. I think I would have a much better chance at having a great season.
