The Kardashian vocal fry & surfer-dude accents aren't even regional.

The vocal fry is just something that all normal, shy kids do. The Kardashians somehow made it trendy.

The surfer-dude accent is more a collection of slang associated with a lifestyle. I've met people who speak that way in Virginia. Something similar has happened with hip-hop.
