I was the bishopric 2nd counselor for 3 friends of scouting drives and re-charterings before the change happened. I was as relieved as any other person in the world when that announcement was made.

Prior to that, I was the YM Presidency 2nd counselor who had been assigned both of those tasks for a few years. When I was called into the bishopric, I decided to just do it myself since I had already been doing it and felt bad burdening anybody else with it. I knew the process and just cranked through them both.
