Until you nix the "student" part of "student-athlete," the courts have already
shown that they are not going to allow restrictions on transferring.
Now, we all know it's bogus, that they are transferring for playing time and money, but so long as it's plausible that they are transferring for academics the courts are not going to allow a restriction on that.
If you want restrictions, you're going to have to nix the part about them being students.
